It is accepted by all circles that the problem of delinquent children concerns not only state organs, but also all citizens, especially those who deal with politics, lawyers, educators, parents, in short, everyone, and that this problem is related to the existence and future of a nation.

Juvenile delinquency is a social problem of individuals forming the society. The application of punishment for the purpose of deterrence used for this problem is insufficient in solving the problem. In general, the fight against crime and criminals focuses on catching the criminals, bringing them to justice and punishing them by intervening after the crime has occurred. However, this problem should be approached in terms of prevention and re-socialization concepts, as in all developed countries.

For this, in order to prevent or at least minimize the delinquency of delinquent children, first of all, it is necessary to identify the reasons that push children to commit crime, and then to support children at these identified points, to reveal and develop their interests and abilities, and to respond to their emotional worlds. . Here, the aim is not to prevent crime before it is committed in the society, and if a crime is committed, not to close the child within four walls and to realize the feelings of revenge on him, on the contrary, to approach the child in a correct, logical and modern way and to make him useful to his family, environment, society, loyal and respectful to national and moral values. as to cultivate.

For this reason, on the one hand, prevention works, on the other hand, improving the quality of the execution institutions and considering the guidance and monitoring services to be given to the child after the execution as a whole, besides, the courts that try the children are also a form of organization that organizes how to give rehabilitation to the child rather than being a penal institution. must be an institution.

As a result; The establishment of the necessary systems for the prevention of juvenile delinquency, the determination of policies and strategies depend on the accuracy of the research, examination and data obtained on this subject. The more the statistical data obtained as a result of the studies reflect the truth, the more effective and realistic it will be to determine the causes and dimensions of the problem, and to take preventive, preventive and remedial measures.
